RADAR (Rastreamiento de Actuación de los Intervinientes Aduaneros) means “Performance Tracking of Customs Auditors,” and was created by the Brazilian Government in October 2008 under Regulations Nº 225 / 228 and 229.

The formal goal was to increase the control of import operations, but in fact the primary interest was to increase the tariff revenue and, indirectly, encourage imports.

The RADAR procedure involves filling in a “Set Up Requirement Form of the Company’s legal responsible SISCOMEX” that identifies the legal entity, the potential import indicators, export indicators, and the corresponding natural entity as legal responsible of the import/export company.

The RADAR procedure takes usually 30 days, period in which the treasury analyzes the documentation submitted, verifies the company constitution, analyzed data consistency of capital stock, assets and liabilities, and incomes of the legal entity, shareholder’s incomes and assets and liabilities, and also evaluates the compatibility between the economic activity and the operational economic and financial capacities of the legal person.

If there are no inconsistencies in the information submitted, the legal representative of the company should be at the Receita Federal to get the access code to SISCOMEX.

In the event that the Receita Federal have found contradictions in the documentation submitted, the company will be required to submit additional documentation, as the case may be, the company may end up having its National Registry of Legal Entity [CNPJ (Brazil), CUIT (Argentina), TIN (United States)] void.

Spreadsheet of nationalization of an import product, and spreadsheet for estimating local selling price.

In international markets, it is essential to be able to compare the selling price in the local market of a product similar to ours with our selling price.

The first drawback is when we are obliged to compare literally “apples and oranges” , and this is so because it is difficult to establish a comparative bond of a product in dollars and, whose cost is determined in our country of origin, with another local currency product with fixed and variable costs included, and local taxes also considered.

To solve this drawback, Center Group Int. developed two spreadsheets– one for estimating the cost of nationalization of an import product and another one for estimating the local selling price.

The spreadsheet of nationalization of an import product starts from your product FOB price and was created to estimate what the total cost of your product will be at arrival when it reaches the warehouse door of your local potential buyer.
This cost estimate is important so that your potential buyer can compare the cost of the product he is buying at this moment (locally or internationally) with the cost at which he will be able to buy YOUR product.
This spreadsheet estimates and ponders the fiscal credits generated in the product import and explains in detail the fiscal and legal concept of the taxes involved.

This spreadsheet of the nationalization of an import product is the base for making the other spreadsheet: the estimate of the local selling price of a product.

This second spreadsheet has double use:
The first one is orientated to the price at which your company might market your product in case it sets up in the target country commercially or industrially.
The second one is orientated to cooperate with your potential customer in order to help him estimate the price at which you might sell your product in case of making the operation.
